  1. The wise thing to stop Wangye from robbing the grain is to make him deliver the grain. That way he has to deliver the grain otherwise the Emperor would have justification to punish Wangye. Not only does he have to deliver the grain but the Emperor could sabotage it by poisoning it so when Wangye reaches the north and delivers the payload he can be charged with treason and be justified in executing him. If I can think of this why can’t any of the ministers? Either the supplies reach the north safely or punishment or Wangye would have to replace the entire caravan with his own supplies to avoid the charge of treason
